The Yukon Government (YG) is implementing the WEX Fuel Card System to modernize how fuel is purchased for government vehicles. The new WEX cards replace the current analog cards with secure, chip-enabled cards that can be managed in real time.
Each WEX card is assigned to a specific government vehicle and projects through the Fleet Vehicle Agency (FVA). FVA can activate, suspend, or replace cards, and set spending limits as needed. Authorized cardholders then use these cards at participating fuel vendors to purchase fuel across Yukon.
The WEX Fuel Card System is designed to operate at the vehicle level and does not intentionally collect or transmit direct personal identifiers to the vendor. Transaction data is limited to vehicle identifiers, card numbers, vendor information, and fuel purchase details.
However, limited personal information may be collected and used internally by the public bodies (requesting department) on an incidental basis, such as during the investigation of irregular or potentially fraudulent transactions. In these situations, personal information may include an employee’s name, work contact information, and, in rare cases, driver’s licence information for rental vehicles.
As a result, while the overall privacy impact of the initiative is low, this PIA document these indirect and incidental privacy considerations and to ensure appropriate safeguards are in place.
Fuel vendors send transaction details to WEX, which processes the payment and forwards the data back to YG. The information is imported into the Keys Fleet Management System, and in later phases, into the Geotab Fuel App for validation and reporting. After validation, the data is shared with departmental finance teams and Central Finance for reconciliation, payment, and cost recovery.
This initiative increases security, reduces manual work, and provides more accurate oversight of fuel use across YG.
