I2 Analyst Notebook

Conservation Officer Services (COS) is a natural resource law enforcement division within the Department of Environment. COS is responsible for compliance and enforcement of a wide range of Territorial Acts and regulations. COS uses a wide range of enforcement options to address non-compliance in the natural resource sector. COS requires software tools to move forward. This program will allow COs to make connections through intelligence. Intelligence is the process of taking information, assessing it, analyzing it, and reporting out. After that process is fulfilled, the information then becomes intelligence. This may be used for Strategic Intelligence (assessing risk with a certain criminal activity) or for tactical intelligence (providing actionable intelligence to investigators). I2 Analyst's Notebook collects, manages, and organizes information and intelligence. It assists investigators to uncover networks, patterns, and trends within increasing volumes of structured and unstructured data. For example, a COS investigator may need to review thousands of pages of phone records, property records, reports, etc., for links and connections to organized criminal groups. Creating charts in Analyst’s simply visualizes the data. It replaces the physical process to drawing lines of connection between people or entities on a boardroom board, where now the connections are visualized digitally and can be easily edited or exported. The relationships between entities such as people, property, and organizations are clearly visible. Analysts can examine and analyze networks in a number of ways to understand associations and also find hidden connections. The software will also enable COS to identify connections and/or knowledge gaps which will aid in investigative planning and assist in focusing investigative effort. The purpose is to allow the analysis of intelligence to drive the investigative effort, improve effective decision making, and identify information gaps.
